Justine Cuccia: Courage, Clarity and Smart Growth for Sussex County
When you first meet Justine Cuccia, her distinct appearance is hard to miss—the bold head tattoo, flowing scarves, and striking presence. But as soon as she speaks, it becomes clear that her signature style reflects something far deeper: courage, authenticity, and an unshakable drive to solve problems.
Cuccia has faced life’s toughest challenges head-on. In her twenties, she developed Alopecia Universalis, resulting in total hair loss. Later, while living in Battery Park City during the September 11, 2001, terrorist attacks, she inhaled the toxic dust that hung over Lower Manhattan, ultimately surviving two 9/11-related cancers. After beating cancer a second time, Cuccia made a decisive choice: she discarded her wigs, embraced her natural baldness with a geometric head tattoo, and poured her energy entirely into public service.
Now, the lawyer, substitute teacher, and veteran activist is bringing that same resilience to the race for Sussex County Council’s District 4 seat. She is running against incumbent Councilman Doug Hudson—who has shaped local development for over a decade through his tenure on both the Planning & Zoning Commission and County Council.
“I don’t like to sit on the sidelines,” Cuccia says. “I bring a wealth of experience and ideas. My biggest strength is that I’m a listener and a bridge builder.”
Having served over ten years on Manhattan Community Board 1 before moving to Bethany Beach with her husband, Matthew, Cuccia understands complex land-use and budgetary policy. She recognizes that growth in Sussex County is inevitable but believes it must be managed with common sense.

- Smart Growth Management: Requiring developers to contribute their fair share toward infrastructure costs, including roads and utilities.

- Affordable Housing: Supporting working families, seniors, and young adults entering the workforce so long-term residents aren’t priced out.
District 4 spans from Bethany Beach, South Bethany, and Fenwick Island inland to Ocean View, Millville, Dagsboro, Frankford, Selbyville, Millsboro, and Long Neck.
